The questions I would want answers to are these:
Assuming it was the previous owner who shifted it to a scrapper in the RoI, why did he/she do that?
I don't get it. Why not dispose of it in the same jurisdiction?
What obligations did/does the scrapper have in respect of customs paperwork etc. for a UK registered car crossing the border? He's running a business so ISTM that that is a quite different scenario from a private individual buying a car direct from another individual in NI.
Is sounds like a real potential can of worms to me. My gut instinct tells me your cojones may be in a vice.
As I said I'm in no position to offer you advice on the administrative/legal implications with this.
Only those in NI/RoI who have previous experience in such matters can sensibly do so.

Perhaps a couple of phones calls to the relevant registration bodies asking very hypothetical (no names etc) questions would help you to decide ?
I'm in the same boat as Tony, no experience and limited knowledge of the ROI/NI systems regarding vehicle registration/import
