Rear arch bubble help

Hi there, Im a new MR2 owner (MK3). The car has a wrap on it and I have noticed little bubbles on the rear wheel arch. Does anyone know if this is rust for definite and if so, how would I remedy this? Thank you in advance! :)

Could be rust or dirt under the wrap, no way of telling for sure without taking the wrap off that area. How you fix it depends on what you find under the wrap ;)

If its a wrap I would be as Jimi has said get it of, purely to find out.

What does the "Quality" of the wrap look like elsewhere?, i suspect "wrap" hids a multitude of things!
