There are cheap coilover options about, check eBay. I can't remember the brand though.
Otherwise you can buy springs to lower the height.
I may be wrong, but I think Tein coilovers allow you to lower the mr2 the most, but they aren't cheap!
Why is it sitting so high? Do you have bigger than standard wheels on standard suspension?
Also, something I've learnt over the years. Good, and cheap rarely go together. You can normally buy either good, or cheap.

You can pick up a set of Apexi springs from Camskill for a little over £100, or you can get Tein springs for a bit more than that.
Personally I'd say coilovers are too hard an option unless you're tracking the car, I run Tein springs and the car sits approx 40mm lower.

The DC coilovers on mine have 30 settings for hardness, so they can be quite forgiving and seem to be really good quality.
Still, i didnt shell out the £750 they cost, the previous owner did

3 ways -
1) Springs only -
Teins -
Plus - Decent drop and cheapest option.
Neg - Harsh ride and will very likely kill your stock shocks (really should be called dampers!).
2) Coilovers -
Plus - Set as low as you want i.e. can be adjusted (dependent on brand) to your liking.
Neg - Initial cost including set up time. Set up - Not a DIY job as you need to get alll the geom of your suspension right.
3) Springs and better shocks e.g. Teins and Yellow Bilsteins
Plus - If one shock goes you can replace. Best real world (pot holes etc.) driving IMHA
Negs - Usually not much cheaper than coilovers. Single ride height.
Having driven all of the above. I would still go with 3) just as I think it gives you the best real world point to point performance.
For 3) you can check also check out Koni's spring/damper sports pack even then your talking £700 all in which around the cheaper end of coilovers.
Or just go with 1) and keep going through dampers.
